This was the scene in front of the US Embassy in Tokyo the Sunday after the terrorist attacks in the US.  People were given the opportunity to sign a book of condolences, lay flowers, and offer their prayers and thoughts.  One of the pictures is of a sorority.  The Japanese writing in red on the top says, "Sue-san, sayanora."  Sue is circled with a heart on the right.
